On 28 March 1943, Reichsführer SS Heinrich Himmler issued the order for the formation of a division of western Ukrainian volunteers, and its formation was established on 28 April 1943. The division was named Waffengrenadierdivision of the SS (Galician No. 1). The Galician lion served as its symbol, in yellow colour on a light blue shield with three crowns as a cockade. Its first commander was SS-Brigadeführer Fritz Freitag. The response to the announcement of a western Ukrainian division surprised the German service departments. Within a few weeks 80.000 Ukrainians volunteered at the recruiting stations, but no more than a quarter of these could actually be enlisted. The surplus volunteers were taken in by the police, and were formed into Galician SS Volunteer Regiments 4, 5, 6, 7 and 8.
