For the version offered here, see: "Leben und Werk," p. 171 and "John Heartfield Photomontages," p. 17. In the version reproduced in "AIZ" text appeared over the image. Below the titled appeared "Goring at the Reichstag Fire trial: For me the law is a lively affair." The word in German Heartfield uses for 'lively' is "Blutvoll" meaning literally, 'full of blood'. (See: "Kent," p. 170).
