To WILLIAM HETH (1750-1807), a colonel in the 3rd Virginia Regiment who, after the Revolutionary War, was charged with securing reimbursement from the new federal government for wartime expenses incurred by Virginia. The word “Free” is not in Washington’s hand. ********** After fighting in the French and Indian War and commanding America’s Continental Army from 1775 to 1783, Washington resigned his military commission with the hope of leading the life of a country farmer at Mount Vernon, the Washington family home since the 1730s. He reluctantly represented Virginia at the 1787 Constitutional Convention in Philadelphia, where he was unanimously elected its president and participated in the shaping of the new republic. In the country’s first presidential election, which lasted from December 1788 to January 1789, the enormously popular Washington was unanimously elected to the newly-created executive position. During his two terms, Washington lived in New York City and, after 1790, in Philadelphia while the new capital in the District of Columbia was under construction. ********** The eldest son of Scotch-Irish immigrants to Pennsylvania, Heth and three of his five brothers, fought in the American Revolution. In December 1775 while campaigning in Quebec, he was captured by the enemy and held prisoner for six months, an ordeal he documented in his diary. After his release, Heth was promoted to colonel, and became a member of the Virginia Society of the Cincinnati. In 1787, he joined the Council of the State of Virginia which helped resolve wartime service claims. “In the act of the Virginia Assembly, passed March 1, 1784, ceding to the United States all the territory held by the State ‘North-Westward of the river Ohio,’ it was stipulated ‘that the necessary and reasonable expenses incurred by Virginia in subduing British posts, maintaining garrisons, etc.,’ were to be reimbursed by the United States government. In January, 1788, Colonel Heth and David Henley were appointed commissioners on the part of Virginia to settle with John Pierce, commissioner of army accounts of the United States, the claim of Virginia,” (Orderly Book of Major William Heth of Third Virginia Regiment, May 15-July 1, 1777, Heth). To this end, Heth sent Washington regular dispatches from Philadelphia until he returned to his home in Petersburgh, Virginia. He continued his military career as an infantry captain fighting in the Northwest Indian War under Anthony Wayne. ********** Docketed in the upper left corner. In French with translation. ********** “I have read several of your beautiful pages, my dear Sarrans, that I will finish today. I must however make one criticism; Concerning the Hôtel de Ville situation, you have taken the Cabet version instead of mine; the notes had been written by me and a few patriots, not to be rude regarding the Duke of Orléans’ program, but to use as a memorandum in my dealings with him, [and] with the deputies. Cabet himself corrected this error in his latest edition. It is in my report to my constituents that you would have found what I call the program, which notes the lack of faith of Louis Philippe. If I were asked my opinion whether the other program should be presented as a condition to acknowledge, I could not say yes. Also is this error by Cabet the loophole that the supporters of the Tuileries were [boasting] about? Is there a way to fix this? I am afraid not and yet I am concerned that they will get you and me, too, on this inaccuracy. Did you arrive on time yesterday morning? I have learned nothing about the resolution which was made in my home by [those] who came to the meeting. Cavaignac and Guinard were to come yesterday; they did not appear. I thought it would be useful to speak tomorrow with the general council and as the president of your group is not there, Fortant [?] my secretary said that he would call for you instead. This is for seven thirty. Do not miss it, my dear friend, because it is quite essential…” ********** Following the 1789 storming of the Bastille, Charles Philippe, grandson of King Louis XV, fled into exile. Napoléon’s abdication in 1814, however, led to the restoration of the Bourbon monarchy under Louis XVIII, and upon his death in 1824, Louis’ brother Charles succeeded to the throne of France as Charles X. His unpopular and conservative policies returned the nobility and clergy to power and “step by step, under the Bourbon régime, autocracy began to regain its grip upon France. The year 1830 opened ominously. The rumblings of 1789 were again heard. The French Chamber of Deputies protested against the growing usurpations of the crown. The King boldly defied them, dissolved the Chamber, annulled the electoral laws then in force, reduced the number of deputies nearly one-half, and materially changed the conditions of suffrage and representation,” (The Spirit of Lafayette, Hallowell). The final straw came with the so-called July Ordinances or Four Ordinances of Saint-Cloud, announced by Charles X on July 25, 1830, and published the following day in the Paris newspaper Le Moniteur. Among the ordinances were suspension of freedom of the press, dissolution of the chamber of deputies and the revocation of the middle class’ right to vote. The public outcry was immediate and by July 27 the royal guard was confronting angry mobs. ********** Lafayette, living at his country estate, La Grange, rushed to Paris as soon as he received news of the decrees. By the time he arrived, the July Revolution had already begun. Blood was running in the streets and the revolutionaries turned to Lafayette, asking him to assume leadership of the National Guard. At 72, the hero of the American and French Revolutions once again stood against royalist forces during the three-day revolution. On July 29, 1830, the third and final day of the revolution, the royal residence, the Tuileries Palace, was besieged by a mob and, the Swiss Guards, fearing for their lives, abandoned the palace to the rioters. The same day, the Hôtel de Ville was captured, possibly the “situation” mentioned at the beginning of our letter, and the Chamber of Deputies offered to make Lafayette military dictator of the country, an offer which he declined. ********** “Charles X, seeing the hopelessness of the royal cause, sent a deputation to Lafayette to announce the revocation of the obnoxious decrees and the nomination of a new and liberal ministry. ‘It is too late,’ Lafayette sent word back [on July 31], ‘all conciliation is impossible. The royal family has ceased to reign.’” (ibid.). On August 2, Charles X acceded to the will of the people and abdicated in favor of his 10-year-old grandson Henri, Duke of Bordeaux. He named his cousin Louis Philippe, Duc d’Orléans (1773-1850) regent and Lieutenant général du royaume and instructed him to carry out his wishes. Instead, a constitutional monarchy was formed, Charles X’s chosen successor was rejected, and Louis Philippe, a member of the Cadet branch of the House of Bourbon and the son of Philippe Égalité, was placed on the throne on August 9 as the “Citizen King.” Louis Philippe was France’s last king, the title being abolished with the formation of the French Second Republic in 1848. ********** Our letter mentions Étienne Cabet (1788-1856), a French socialist lawyer appointed to the office of procurer-général in Corsica by Louise Philippe’s government after his participation in the revolution. His Histoire de la révolution de 1830, undoubtedly the work referenced in our letter, led to his dismissal because it criticized the government. He was subsequently accused of treason in 1834, sought asylum in England and spent the remainder of his life working to realize his own utopia as the founder of the Icarian Movement. He is sometimes credited with coining the term “communisme,” during his 1839 work on behalf of the communitarian social movement and influenced Karl Marx and Friedrich Engels. He eventually immigrated to the United States where he founded several utopian communities. ********** Our letter also mentions Cavaignac and Guinard, possibly Louis-Eugène Cavaignac (1802-1857), the military officer and governor of Algeria who later helped quell the 1848 June Days Uprising after which he served as minister of war and prime minister through the end of 1848, and Armand Charles Emmanuel Guignard, comte de Saint-Priest (1782–1863), a French aristocrat and diplomat who represented the First French Empire and Bourbon Restoration in Russia. His son, Alexis Guignard, comte de Saint-Priest (1805-1851) pursued a diplomatic career but parted ways with his family to become a supporter of King Louis-Philippe, who appointed him ambassador to Brazil, Portugal and Denmark. ********** A supporter of the Revolution of 1830, Sarrans wrote for Commerce and Journal des Électeurs, in which he denounced his political opponents. He became Lafayette’s adjutant briefly then switched political affiliations and was linked to Prince Louise Napoleon and the Bonapartists. In 1848, he was elected to the Constituent Assembly where, as a member of the Foreign Affairs Committee, he protested the proscription that resulted from the 1848 June Days Uprising and voted for the banishment of the Orléans family. He is the author of Lafayette et la Révolution de 1830, Louis-Philippe et la Contre-Révolution de 1830 and De la décadence de l’Angleterre et des intérêts de la France. ********** Folded with the integral address leaf intact. Neatly signed and inscribed in Russian at the upper right front cover, “Dear Ekaterina Vasilevna, from the author. A. Kollontai. October 1903.” ********** Kollontai became politically active in 1894 and soon became a devoted Marxist. She studied in Zurich with Marxist economist Heinrich Herkner and, in 1900, began writing articles about Finland. The daughter of a Finn, she established herself as the Russian Social Democratic Labor Party’s expert on the Grand Duchy of Finland. In 1908, Kollontai attended the All-Russian Women’s Congress, which was also attended by Ekaterina Vasilevna Bakunina, an American communist and the likely dedicatee of our volume. ********** That same year, Kollontai was forced into exile after publishing “Finland and Socialism,” which advocated a Finnish revolt against the Tsar. While in exile, she established friendships with Rosa Luxemburg and Karl Liebknecht and became an intimate of Vladimir Lenin. Kollontai returned to Russia in 1917 and was at the center of the revolution, organizing workers and urging the Bolsheviks toward rebellion. Following the Communist coup, Kollontai was appointed commissar for public welfare, and in 1923, she became Russia’s representative to Norway – the first female ambassador in modern times. She later served as minister to Mexico and Sweden. In 1944, she oversaw the Soviet-Finnish armistice negotiations. ********** Some wear and discoloration, primarily on the cover and spine and several tiny tears on the front cover. Clearly signed in Kollontai’s elegant hand, and in overall very good condition. Rare in any form. The only autograph of the leading female figure of the Russian Revolution that we have ever seen or handled in more than 35 years of business.
