Congress sends official Authorization for Nathaniel Appleton and Joseph Henderson, be appointed Commissioners to endorse U.S. related fiscal documents and bills for Massachusetts. The Letter measuring 8.5" wide x 7" tall (by sight), together with a vintage Engraved Portrait of Thomson, 4.25" x 4.5" (by sight), nicely framed in display to an overall size of 13.25" x 17.75". This Congressional Letter reads, in full:"In Congress - June 29th, 1790. --- Resolved, --- That Nathaniel Appleton and Joseph Henderson, Esquires be appointed Commissioners on the part of the United States either of them to endorse the bills that shall be emitted by the State of Massachusetts Bay pursuant to the resolution of Congress of the 10th day of March last. --- Extract from the minutes. -- (Signed) Cha Thomson Secy."This important Fiscal related United States Treasury Loan Office related Letter shows expected light mailing folds and some slight scattered tone. Boldly penned fully in Charles Thomson's hand in rich deep brown that is easily readable and very clear. Not examined outside of framed. Overall, in very nice condition for display.Thomson served as Secretary for the Continental Congress for fifteen years, beginning in 1774. His integrity was legendary among the colonists, and also among the Indians, who called him "man of truth." Thomson was the man chosen to notify General Washington of his election to the presidency.

Banker, he personally saved the U.S. government from financial collapse during the War of 1812, one of the wealthiest people in America, estimated the fourth richest American of all time.May 19/22, 1805-Dated, Bank of Pennsylvania "Three Day Note", Signed by Stephen Girard, Crisp Extremely Fine. This $3000 note, due May 19/25, 1805, 'At the Bank of Pennsylvania' and is Signed by Stephen Girard. Watermarked paper, pin hole just above the word "due" minor spotting. This was a 3-Day Note, perhaps to cover a draft. Only example we have seen. Ex. EAHA 7/24/94, lot 585. Stephen Girard (May 20, 1750 - December 26, 1831; born tienne Girard) was a French-born, naturalized American, philanthropist and banker.He personally saved the U.S. government from financial collapse during the War of 1812, and became one of the wealthiest people in America, estimated to have been the fourth richest American of all time, based on the ratio of his fortune to contemporary GDP.After the charter for the First Bank of the United States expired in 1811, Girard purchased most of its stock as well as the building and its furnishings on South Third Street in Philadelphia and opened his own bank, variously known as "Girard's Bank," or as "Girard Bank." or also as "Stephen Girard's Bank" or even the "Bank of Stephen Girard." Girard was the sole proprietor of his bank, and thus avoided the Pennsylvania state law which prohibited an unincorporated association of persons from establishing a bank, and required a charter from the legislature for a banking corporation.Girard hired George Simpson, the cashier of the First Bank, as cashier of the new bank, and with seven other employees, opened for business on May 18, 1812. He allowed the Trustees of the First Bank of the United States to use some offices and space in the vaults to continue the process of winding down the affairs of the closed bank at a very nominal rent.[9]Girard's Bank was a principal source of government credit during the War of 1812. Towards the end of the war, when the financial credit of the U.S. government was at its lowest, Girard placed nearly all of his resources at the disposal of the government and underwrote up to 95 percent of the war loan issue, which enabled the United States to carry on the war.After the war, he became a large stockholder in and one of the directors of the Second Bank of the United States. Girard's bank became the Girard Trust Company, and later Girard Bank. It merged with Mellon Bank in 1983, and was largely sold to Citizens Bank two decades later. Its monumental headquarters building still stands at Broad and Chestnut Streets in Philadelphia.Childless, he devoted much of his fortune to philanthropy, particularly the education and welfare of orphans. His legacy is still felt in his adopted home of Philadelphia.

Wolcott Jr", measuring 10" x 8" (folded size), Very Fine. Signed twice, once at closing and again as Free Frank upon the address panel of its "Treasury Department" headed and Postally Stamped, Integral Mailing Envelope. One-page Letter written while Secretary of the Treasury, to Nathaniel Appleton, Commissioner of Loans for Massachusetts. Reads in full:"Sir, I have directed the Treasurer of the United States to remit to you the sum of Six Thousand Dollars in a draught on the Office of Discount & Deposit at Boston, for the purpose of enabling you to discharge the pensions which will become due the 5th of September next to the Invalids of the United States in Massachusetts under such regulations as shall be prescribed by the Secretary of War." Minor edge stains. V. Buren," 1 page, 8" x 10", Washington, December 31, 1821 to Charles Edward Dudley informing him of his nomination as a Director of the Bank of the United States. Expected folds with minor pinholes at a few intersections, a few minor toned spots, else fine condition."You have been again nominated for U.S. director of the Bank of the U.S. & your nomination this moment ratifyed [sic] by the Senate—"The recipient, Charles Edward Dudley (1780-1841) was a longtime supporter of Martin Van Buren—a member of the "Albany Regency." When Van Buren, head of this powerful group of New York politicians, became a Senator in Washington, Dudley kept him informed on affairs in Albany. In 1829, when Van Buren became governor of New York, Dudley was nominated to assume his Senate seat in Washington, where he served until his retirement in 1833.The present letter had been formerly attached to an autograph transmittal leaf franked by Van Buren. Description: AutographsNathaniel Folsom Signed Member of Continental Congress New Hampshire "Founding Father" & General of MilitiaNATHANIEL FOLSOM (1726-1790), Fought in the French and Indian War and the American Revolution; Member delegate for New Hampshire in the Continental Congress in 1774 and 1777 to 1780, as well as the Major General of the New Hampshire Militia.January 16, 1788-Dated, An original Partially-Printed Court Document and Signed, "Nath.el Folsom," measuring 7.5" x 8", well printed and written on period laid paper with watermark, Choice Very Fine. Folsom was a New Hampshire merchant and patriot. He was a veteran of the French and Indian War, serving with New Hampshire troops at Lake George and Crown Point. He was chosen a Delegate to the Continental Congress in 1774 and served until 1777 and he was a Major General in the Revolutionary War, then later the Chief Judge of the Court of Rockingham County. This fine quality Document reads, in part:"In the name of the State of New Hampshire you are required to attached the goods and estate of John Marble of Stratham ... to the value of sixty shillings and for want thereof to take the body of the said John (if he may be found in your precinct) and him safely keep, so that he may be had before me Nathaniel Folsom, Esq., one of the Justices of the Peace for the county aforesaid, at my dwelling-house in Exeter in said county, on Saturday the second day of February next at ten of the clock in the forenoon.... (Signed) Nath.el Folsom, Justice Peace."Docket on verso. Light remnant of original wax seal in upper left. An interesting Document with a nice autograph from one of New Hampshire's "Founding Fathers."Folsom was born into a large family in Exeter, New Hampshire. His ancestors were among Exeter's earliest settlers, having arrived with the Gilman family, to whom they were related, from Hingham, Massachusetts, where both families settled for a time before moving on to New Hampshire. The original spelling of the family name was Foulsham. The Folsoms continued to hold land outside Hingham, Norfolk, England, many years after leaving for the Massachusetts Bay Colony. Folsom joined the militia as did most young men. During the French and Indian War he was captain of a company in the New Hampshire Provincial Regiment during the Crown Point expedition led by Sir William Johnson in 1755. At the Battle of Lake George, his company, supported by artillery from Massachusetts surprised and captured Baron Dieskau, the French commander-in-chief. Besides capturing the Baron, they dispersed the French troops, took the French baggage train and seized a critical mass of supplies, with the loss of only six men.Folsom went on to become a colonel in the militia. His formal commission was revoked by Governor Wentworth after the raid on Fort William and Mary in December 1774. Disregarding this, Colonel Folsom marched his regiment to Portsmouth, and escorted the captured cannons safely back to Durham.On May 29, 1775, the Provincial Congress named him a brigadier general in command of New Hampshire's forces. This created some confusion, as the Massachusetts provisional government had named John Stark to the same position. At the time, Colonel Stark was the senior commander of the New Hampshire men who had marched to the Siege of Boston. The confusion was resolved in June, when the Continental Congress named John Sullivan general of those New Hampshire forces in service with the Continental Army. Folsom was the senior officer for militia forces within the state. He was later named a major general, and continued recruiting, training, and supply efforts throughout the war.Folsom had served several years as moderator of the town meetings at Exeter. When a revolutionary Assembly, the Provincial Congress, first met on July 21, 1774, he was a delegate. The Provincial Congress, in turn named him their delegate to the first Continental Congress that met in Philadelphia, Pennsylvania.In 1775, Folsom continued his service in the provincial congress, as he would do until 1783. He became a close political ally of Meshech Weare and Josiah Bartlett, as he was named to the New Hampshire Committee of Safety. In January 1776, he also became a justice in the Rockingham County court of common pleas. In 1777 and 1779 he was also returned to his old post as a delegate to the Continental Congress.In 1783 he became the Chief Judge in the common pleas court. That same year he went to, and presided over, the state's constitutional convention. When a constitution was adopted, as president of the convention, he wrote a cover letter, then forwarded it to the towns for ratification. Ironically, one problem addressed by the constitution was to limit the number of offices held by one man. Folsom resigned from the Assembly, and as head of the militia, and from the Governor's Council.He held the job of chief judge in Rockingham County until his death in Exeter on May 26, 1790. He is buried in Exeter's Winter Street Cemetery.
