Born in Candies, France in 1882, Paul Marcel Balmigere is known primarily for his landscape and cityscape paintings. He was a pupil of Francois Flameng and Adolphe D»chenaud. Balmigere exhibited at the Salon des Independants in Paris from 1927-1938 and at the Salon des Artistes Franiais from 1927-1939, receiving an honorable mention in 1930, a silver medal in 1935 and the prize awarded by the Society des Paysagistes Franiais (Society of French Landscape Artists) in 1938.
