Born in Seattle, Bell studied at the Art Institute of Chicago before moving to New York in 1930. In New York, Bell painted everyday scenes of city life and studied at the Art Students League with John Sloan (1871-1951) while working in advertising (most notably for the Donut Corporation). In 1936, the Whitney Museum of American Art purchased Bell's watercolor, Ice Skaters, Central Park along with several works by WPA artists.

Property from the Estate of Angela Gross Folk, New Jersey. The work would likely benefit from a light cleaning. Examination under UV light reveals sporadic remnants of old glowing varnish throughout. Apart from a repaired scratch at bottom right (to the right of the worker on the roof), we do not see any sign of inpainting (we spot fluorescence in some parts, but they appear to be caused by the pigments used by the artist as they follow the exact same composition).
