Dillaway believed that "the appreciation of beauty in nature and art is an ennobling influence in everyone's life." He worked tirelessly throughout his career to awaken that appreciation in others. The newsletter article that announced him to Philadelphia stated: "Mr. Dillaway, like the thoroughly fine artist he is, has definite convictions regarding public school study. Every child in the public schools, he believes, should develop its utmost capacity for appreciating the beauty of art, literature, and music, and for expressing himself by their means...."Dillaway also achieved success as an author and lecturer on arts education. His writings were recognized in the art education community as valuable resources that guided teachers in schoolroom decoration and arts appreciation. Dillaway also led the Philadelphia school district's development of mural decorations, which were a popular form of schoolroom decoration from the early 1900s through the 1950s.
