Description

On eight pages, the first page with the regional coat-of-arms, surmounted with the Imperial double-headed eagle, within a decorative ribbon-tied wreath, the subsequent pages with the cypher of Nicholas I beneath crown and within ribbon-tied wreaths. The margins with gilt swords bound with laurel. The fifth page with an illuminated coat-of-arms. The last page signed Nikolai and counter signed by the state secretary of the ministry of justice, bound in original green velvet with cord suspending the wax seal in a gilt metal case. The lid applied with the Imperial eagle and with two gold thread tassles.
